    BOBI WINE IS A FRAUD AND MUST BE EXPOSED

    Bobi Wine lied to the world that he and his American friends had asked all African governments to allow them evacuate Africans from China.

    He even published the letter that he authored to the prime minister of Uganda.Since then we have only had that the Ugandan government had refused to receive these Africans.Question is what was the response of other African states? Did all of them turn down this hoax of a scheme that was just a publicity stunt.Bobi Wine knew well that Uganda would not accept that move, and he asked the regime knowing the answer to a move that was not serious in the first place.

    Secondly, a number of Kenyans were evacuated over the weekend from China, and Bobi Wine used his online proxies to claim he had bought 30 tickets for some of them onboard.It later proved to be a false claim.And when he was asking the regime to allow these Africans and Jamaicans, he claimed, him and his friends were to meet the costs of the quarantine after these people arrived in the respective countries.I CAN INFORM THE COUNTRY THAT THE KENYANS WHO ARRIVED FROM CHINA OVER THE WEEKEND, HAD A BIG FIGHT WITH OFFICIALS AFTER THEY WERE TOLD TO PAY FOR THEIR QUARANTINE.Where was Bobi Wine and friends to rescue them?. I think Bobi should know that most people of Uganda are not as ignorant as he thinks, although he easily deceives his few supporters in the Ghetto with his multiple stunts.

    The 2021 General Election roadmap

    The outbreak of the deadly Covid-19 pandemic has affected preparations for the 2021 General Election roadmap.
    Similarly internal electoral processes for the various political parties have been thrown off balance.

    All planned Election Commission (EC) activities between March and May 2020, including elections for Special Interest Groups (SIG), have been suspended until further notice.

    At the moment, authorities at EC cannot tell whether the country will go to polls in February 2021 or not. However, some stakeholders including the President, have hinted on the possibility of rescheduling the polls if the virus is not overpowered.

    The EC secretary, Mr Sam Rwakoojo, on Tuesday said the Covid-19 lockdown affected many programmes on the elections roadmap and that discussions with different stakeholders are on-going to see how to readjust.
    One of the EC commissioners, who requested not to be quoted, said if Covid-19 persists until mid-August, it will be difficult to hold the polls.

    “It would be speculative for us to tell when this virus is going away and we have not yet come up with the dates of resuming the roadmap but we cannot say it is too late. These elections that were affected will have to take place,” Mr Rwakoojo said.

    “What is important right now is to ensure the safety of the population. So we are working on all possible means to see how we can handle this issue of elections.”

    At the time government issued the directives, the EC was completing the public display of the national voters’ register for the elections scheduled for April 2020.

    The activities which have been affected according to the roadmap include display of tribunal recommendations for deletion or inclusion on the National Voters Register (NVR), gazetting and publishing of candidates’ nomination dates and venues, Elections of Special Interest Groups (SIGs), including older persons, Persons with Disabilities (PWDs) and youth at village and parish levels and internal political party candidates identification processes.

    Many other programmes on the roadmap could be affected if the virus is not contained by July this year.
    President Museveni in an interview with NBS TV aired on Monday said if the virus is contained between June and July, there is a possibility of carrying out the planned elections in 2021.

    The President indicated that an election doesn’t require a long campaign time and can easily be organised if we are free of the virus.

    But according to EC officials, a free and fair election requires time and adequate funds to organise. They cited cleaning of the voters register and the pre-elections for SIGs. Before the government announced a lockdown on March 22, the EC had announced an increase in the number of eligible voters for the 2021 polls from 15.2 million in 2016 to 17.7 million this year, registering an increment of 2.5 million new voters.

    With just five months to the planned nomination date for the presidential candidates which were pushed from August to October, it remains unclear as to when the situation will normalise for Electoral Commission and other stakeholders to continue with the preparations.

    Former coordinator of Citizen Coalition for Electoral Democracy in Uganda, Mr Crispy Kaheru, said the way out is to suspend the planned 2021 electoral programmes to fit between the months of July and October or have the elections of SIG after the General Election.

    But Mr Rwakoojo said the EC was analysing how much the virus has affected the roadmap and promised to come up with new dates.

    He also talked of the need for undisclosed funds to facilitate the process.

    National Resistance Movement (NRM) manifesto

    The Prime Minister Dr Ruhakana Rugunda on Friday launched National Resistance Movement (NRM) manifesto week 2020 at the office of the President in Kampala.

    The manifesto week is to reflect on what Government promised the people of Uganda about 4 years ago.

    Tuesday 12th May 2020 marked exactly 4 years since President Museveni and the National Resistance Movement (NRM) party started a 5-year mandate of leading the country following the 18th February 2016 general elections.

    “Through our manifesto for that election with the people of Uganda, we pledged to take the country to modernity through job creation and inclusive Development. Four years into this term of office, we would like to say to Ugandans that we are on course to achieve the targets we set together with the people of Uganda,” said Rugunda while launching the manifesto week today.

    In course of the next two weeks, various Sectors, Ministers, technical people among others will be informing Ugandans about what is happening in their respective dockets in as far as manifesto implementation is convened.

    Rugunda announced that so far, 79.9% of the NRM 2016 manifesto has been achieved.

    “Overall, our assessment of the implementation of the manifesto commitments to date stands at 79.9%. We are on course to achieve more targets that we set out to do and implement in our manifesto,” he said.

    In the implementation of the manifesto, the Prime Minister said they are guided by 23 directives as issued by President Museveni in the first Cabinet meeting in June 2016 highlighting priority areas that need to be prioritized in order to achieve the goals.

    To ensure smooth implementation of the manifesto, Rugunda said Government initiated a number of reforms in regards to policies, laws and regulations.

    Amongst these are proposals in the amendment of Public Procurement and Disposal of Public Assets Authority (PPDA) law, free connection to the national grid, improved planning, budgeting, monitoring, reporting and continuos implementation of Affirmative Action programs in selected regions to ensure inclusive growth and development.

    Maintaining peace and security the Prime Minister said has remained the core ingredient upon various social activities are increased.

    Achievements

    Completion and commissioning of Isimba hydropower dam which has added 183MW of electricity on the national grid. Generation energy Rugunda is critical to attracting investment and driving industrialisation.
    Reviving of the Uganda Airlines during this term of office. Four aircrafts were received in the country and have been operating until outbreak of COVID-19. This he said will open Uganda to many opportunities including boosting tourism Industry.
    Completion and commissioning of specialized Women hospital at Mulago.
    Rehabilitation of Mulago National Referral Hospital, Rugunda said is at 95%.
    On Industrialisation, the President has opened and commissioned many factories that produce goods ranging from food products to agriculture inputs. The factories also employ many Ugandans.
    Completion of the construction of one border stop point in the main exit and entry points to facilitate cross border trade.
    Entebbe Kampala expressway was completed and commissioned by President Museveni.
    The Nile Bridge was completed and commissioned.
    Construction of irrigation schemes to support commercialisation of Agriculture.
    Karuma power dam will be completed by the end of this year 2020. It will add an extra 600MW on the national grid. It will bring generation capacity to about 1,839MW. All districts except for the new Districts are connected with power.
    Work on expansion and modernization of Entebbe International airport to accommodate the volume of increasing traffic is also nearly in completion.
    In the education Sector, money was mobilized to establish a secondary school in each sub county commenced with the construction of 129 schools in sub counties where there are no secondary schools.
    Continuation of prioritizing Investment in Agriculture with provision of pesticides, seedlings and extension services to farmers.
    Through Operation Wealth Creation (OWC), seedlings of cocoa, tea, mangoes, oranges and apples have been distributed.
    There has been an increase in coffee production for instance coffee production has grown from 4.8 million bags last year to 5.63 million bags (60kgs) valued at 492 million dollars which represents a 40% increase in value from the previous year.
    The fundamentals of the economy responsible for social economic growth are being systematically dealt with. The Uganda’s GDP growth that had declined due to severe drought among others factors has gained strength and now growing at 6%. Although COVID-19 will jeopardize growth, Rugunda is confident the country will bounce back.
    The Government is working to improve the investment climate to reduce the cost of doing business and attract investors.
    In implementing the manifesto, the Prime Minister said that they have faced challenges such as delays in acquisition of land, compensation remains expensive, corruption.

    “This undermines different efforts invested to achieve our targets. Corruption undermines these efforts. However, Government has strengthened anti corruption efforts including the recent establishment of State House Anti-corruption unit led by Lt Col Edith Nakalema.”

    “I am calling upon Accounting Officers at Local Government levels to organise, use radios and other media to tell our people about implementation of Government programmes in various Districts and localities,” said Rugunda.

    Truck drives need a Coronavirus certificate to enter Uganda

    The Ugandan government will not allow any truck driver without a ‘negative Coronavirus certificate’ to enter the country.

    While Ugandan medical services have been treating COVID-19 cases after being detected, the new instructions provide that such patients must be ordered to return to their respective countries.

    Regional leaders recently mooted the idea of a  joint medical team from partner states to carry out tests of all truck drivers before embarking on their journeys.

    The decisive action comes just a day after the Ministry of Health confirmed 43 new COVID-19 cases in Uganda, bringing the total number of cases in the country to 203.

    This was the highest number of COVID-19 cases to be recorded in a single day in the country, alarming the nation.

    The directive has since been passed on to Uganda’s Health Ministry officials, immigration and security officers for implementation.

    Contacted for comment, Defence Spokesperson Brigadier Richard Karemire said it’s a reasonable option but urged the media, to wait for an official statement which we understand will be issued later today.

    “While the results have shocked our people this morning, it confirms what we have in the last many days been saying that we are not yet out of danger.”

    “That there is no vaccine yet, and so we must religiously abide by all measures put in place by government and there shouldn’t be any room for anyone to relax,” he added.

    While Ugandan authorities have literally kept Coronavirus at bay due to mass testing and a lockdown, regional countries including Tanzania continue to take the pandemic lightly.

    Public gatherings are allowed in Tanzania which has led to mass infections.

    This has undermined regional efforts to combat the novel virus.

    Visiting Mutukula town which borders Tanzania on Friday, Ugandan Health Minister Ruth Aceng described the area as a danger zone.

    Currently, Uganda has 203 COVID-19 confirmed cases, 63 recoveries and no fatalities.

    On Friday, the Minister of Health Dr Jane Ruth Aceng and the Minister of State for Health in charge of general duties Robbinah Nabbanja commissioned the first port health laboratory in Uganda.

    It’s a gene expert laboratory with two machines and capacity to run 64 samples per hour.

    Brigadier Karemire said, “The threat is real and our lives are at great risk. Working together as Ugandans and as a region, we can defeat the Pandemic.”

    Even before Ashburg Katto could unveil the traitors in People Power Political Movement, former member and Presidential Advisor on matters of the Youth and Artistes, Jennifer Full Figure has finally exposed the list of opposition politicians feasting on President Museveni’s money in secrecy shockingly, MP Bobi Wine making the list.

    The motor mouthed singer-turned politician has over the months been affirming the fact that there is no opposition in the politics of Uganda as she criticized several opposition players especially from the People Power for tarnishing the image of the ruling NRM government yet they are sole beneficiaries of its services no wonder she has decided to unmask them.

    Though many alleged that its the president who recruits such people, Jennifer Full Figure has alerted revelers how the State House comptroller, Ms Lucy Nakyobe executes the role.

    The self-proclaimed ghetto president MP Bobi Wine’s First Lady has of the past reportedly been at the forefront of opposition fellows receiving financial favours from State House and recently scooped a UN job through the NRM government.

    It’s not a coincidence that the renowned social media blogger had been already spotted as a mole in People Power given the endless times he has been feasting on the table of men in the State House even before confessing his allegiance to supporting NRM.

    3- Bajjo and Abitex

    From collecting huge sums of money from Mr. Museveni, Full Figure has revealed how the latter are the other moles in People Power as they secretly work for State House.
    You shouldn’t be surprised why they drive cars with stickers currently yet they are not essential workers going on to incite the public through staging up fake demonstrations in the city.

    4-MP Bobi WineBobi wine

    Full Figure has revealed how the Kyadondo East parliamentary legislator was recruited on a monthly state house salary and all what he is doing is just hoodwinking Ugandans that he is fighting for them.

    The Swedish based Ugandan blogger surprisingly is on the payroll of the State House despite confusing People Power supporters how he is behind their Presidential Aspirant, MP Bobi Wine.

    Many would wonder why he would dump his monthly 50K paying TV job to join politics but Full Figure has made it clear that the People Power official spokesperson is eating Museveni’s money.

    Though he is hardworking, Full Figure has asserted how he is getting the financial muscle from the Museveni money to set up mansions in the city.

    Former Bobi Wine mouthpiece and facebook blogger Ashburg Kato has stung People Power Movement again just days after joining National Resistance Movement (NRM) officially.

    Mr Ashraf Kato popularly known as Ashburg Kato has cried out why he is hunted alone yet MP Kyagulanyi elder brother Nyanzi Fred Ssentamu popularly known as Chairman Nyanzi is in bed with president Museveni.

    Chairman Nyanzi has worked for president Yoweri Kaguta Museveni and his NRM party for so long.

    Ashburg said that Chairman Nyanzi receives money from NRM money through Mr Katongole Singh of Rubaga.

    ‘Why are you hunting me alone. Chairman Nyanzi is on ‘yellow’ money every one knows that,’ says Mr Ashburg.

    “Go slow I’m going to reveal many secrets about People Power. Tell the truth about Chairman and and others. Why me?, he added.”

    He further explained that Chairman Nyanzi received money to finish his building during the return of Bobi Wine from USA, after the Arua fracas.

    Sources close to Fred Nyanzi deny any allegations amounted on their person.

    However, before the Kyadondo East by election in 2017, Chairman Nyanzi was a member of NRM and a member on the presidential task force 2016.

    Mr Nyanzi Fred Ssentamu is the elder brother to Kyadondo East MP Kyagulanyi Robert Ssentamu also known as Bobi Wine. At the sametime, he heads the informal sector of People power. Meaning that, People power is not for the people, but the Ssentamu family. That’s why People Power’s leadership is not voted but appointed.

    how KCCA has always neglected manholes in the city

    This is how KCCA has always neglected manholes in the city widely opened! This hole swallowed a lady recently whose body is still at large up to now! But the tunnel hole is still open up to now!

    Legal Brains Trust, a human rights watchdog based in Kampala has dragged Kampala Capital City Authority (KCCA) to court over alleged negligence which resulted in the death of Cissy Namukasa who recently drowned in a manhole in Nakawa division.

    On 2nd May 2020, Police CCTV cameras captured images of how Namukasa, who was walking from Bugolobi ended up drowning in a manhole during a heavy down pour.

    In their application filed on Thursday, the applicants want court to compel KCCA to multiply their efforts to search and recover the deceased’s body and accord her a decent burial

    These also want the Authority to pay compensation to the family of the deceased of a sum of Shs 500million, and also to make a public apology and an admission that they failed to implement their statutory duties that resulted in Namukasa’s death.

    Court has also been asked to compel KCCA to take steps to enhance protection of city dwellers especially pedestrians from potential loss of life and limbs especially during extreme weather conditions like flooding in the city.

    This evidence to support this application is contained in an affidavit sworn by counsel Isaac Ssemakadde one of the Directors for Legal brains trust.

    Ssemakadde contends that the current state of roads, drainage channels, sewers and related infrastructure in the city is demonstrably unsafe and inherently hazardous to city dwellers.

    He pointed out other individuals who drowned in uncovered manholes like Brenda Omuntu Katiiti a cashier at Barclays Bank who drowned at an open channel at Katwe in 2011 and many others

    Minister of Lands, Housing and Urban Development Betty Kamya

    Betty KamyaThe Minister of Lands, Housing and Urban Development Betty Kamya has revealed that her ministry has achieved up to 85% of its targets as outlined in the 2016 NRM manifesto.

    The Minister while making her report, highlighted the need to increase the Land Fund to a tune of 1.7 trillion shillings to resolve the historic land disputes that have persisted for years in many parts of Uganda.

    Kamya’s words were reiterated by the State Minister for Housing Dr Chris Baryomunsi.

    “For us to resolve the land questions especially the mailo land, we need about 1.7 trillion shillings. So we still need more resources in order to resolve some of these historical injustices. These injustices of land which were occasioned by historical situations,” said Baryomunsi.

    The Land Fund allocation which was raised from 42 billion to 92.4 billion, Baryomunsi said still falls short of what is needed to expedite operations.

    Housing

    Meanwhile, the ministry has since established a housing quality control laboratory under the National Housing and Construction Company.

    This Baryomunsi said is aimed at testing the quality of construction materials in order to curb the challenge of buildings collapsing.

    “This is where we can test the building materials. These days there are threats of collapsing buildings and sometimes the cause of this could be building materials which are not of acceptable quality. This laboratory can test these building materials and then we are sure that this is the right quality. Be it bricks, be it blocks, be it the iron bars and many other construction materials which we use in our day to day construction,” he said.

    On the issue of land tribunals which are supposed to handle the issue of land conflicts, Baryomunsi said lack of funding has hampered the operationalization of the land tribunals at the Local Government level.

    Meanwhile, below are some of the tasks accomplished by the Ministry of Lands during the 4 years of office as presented by Minister Kamya.

    Twenty-two (22) Ministry Zonal Offices (MZOs) have been established countrywide to take land services closer to the people. MZOs are located in the districts of Kampala (KCCA), Mukono, Masaka, Mityana, Luweero, Mpigi, Mbale, Lira, Tororo, Soroti, Moroto, Gulu, Arua, Kabalore, Mbarara, Masindi, Kibaale, and Rukungiri.

    All freeholds, leaseholds and mailo land titles have been digitalized and entered into Land Information System (LIS). Certificates of customary ownership have also been digitalized.

    Built records and archival center at Entebbe for safe custody of all land records and National information centre are fully operational to support the development and implementation of Land Information System.

    Working with Uganda Registration Services Bureau (URSB) established a one stop centre where search letters are issued in less than 2 hours.

    Acquired 33,036 acres of land from absentee Landlords for redistriction to lawful bonafide occupants.

    However, the Ministry also encountered multiple challenges which include increased land evictions, inadequate funds for Land Fund, high cost of building materials, high cost of mortgage financing among others.

    Ministry of Public Service has registered significant progress

    The Ministry of Public Service has registered significant progress in the enhancement of salaries of various public servants as part of Government commitments in as far as 2016 NRM manifesto is concerned.

    This is the NRM manifesto week where various Ministries Departments, and Agencies present their performance reports in line with commitments of 2016 NRM manifesto.

    While presenting the Ministry’s performance report at Office of the President in Kampala on Friday, the Minister of Public Service Muluri Mukasa highlighted various categories where salaries have been enhanced including universities and Judiciary who at some point laid down their tools in protest for better pay.

    Universities

    In the Universities, Muluri said salaries of various workers including Vice Chancellors and professors have been enhanced to up to 100%.

    “The Vice Chancellor has now got pay rise of up to 100% along the long term pay targets. The Deputy Vice Chancellor also 100%, the professor of a public University 100%, the Associate professor of a public University 100% and then a lecturer of a public University has got a pay rise of 61% and a teaching assistant of a public University up to 60%,” said Muluri.

    The teaching assistant of a public University has risen from a salary which they used to earn in 2016 of 4 million to now 9.6 million shillings.

    The Vice Chancellor has risen from 9.6 million in 2016 to 20 million shillings.

    Judiciary

    In the Judiciary, salaries of the Chief Justice, Principal Judge, Justices of Supreme Court, Judges of the High Court, the Registrar, Chief Magistrate, the Magistrate among others have been enhanced.

    The percentage rise, Muluri said is now around 29% of the long term pay target to 100%.

    “For instance for the case of Chief Justice, the pay rise has been from 11.5 million in 2016 to 26.5 million. The Justice of the Supreme Court from 9.6 million to 23 million. The State Prosecutor from 837,000 to now 3.5 million among others.”

    By financial year 2020/21, the Minister said on average, public universities will be enhanced by 75%, Justices and Judges will be enhanced to 100%, the DPP staff, the Ministry of Justice and Constitutional Affairs will be enhanced to over 70%.

    Under the budget for the financial year 2020/21, more funds have been provided to enhance salaries of Associate professors, Professors, Vice Chancellors and Deputy Vice Chancellors as well as researchers under National Agriculture Research Organization (NARO) to 100% of the long term pay target.

    Other teaching staff and scientists in public universities have also had their salaries enhanced.

    “Government will continue to provide resources to implement the approved long term pay targets for all public servants in a phased manner,” the minister said.

    Another commitment in the 2016 NRM manifesto was to maintain public service and a manageable wage compared to the local revenue ratio.

    “The public sector wage has grown from 2.8 trillion shillings in 2015 to now 5.0 trillion 2019/20. This means that the government wage bill has increased by 2.1 trillion in 4 years representing a 42.4% growth of the wage bill,” said Muluri.

    The current 2019/20 wage bill accounts for 27.8% of the total local revenue.

    The Ministry of Public Service, Muluri has implemented the hard to reach policy which distributes 30% hardship allowances for health workers, education workers, Agriculture extension workers in 16 local governments which in turn has increased staffing levels in those districts to over 85%.

    On the issue of staffing levels of Government institutions, the Minister said Government is continuing to strengthen its human resources and currently, the staffing levels in Government institutions as of March 2020 stands at 319,396 civil servants out of an establishment of 527,003 civil servants in the manifesto.

    “This represents a 65% staffing level within the recommended minimum staffing levels in accordance with the manifesto period,” he said.

    Recruitment of teaching staff in public universities, primary and post primary as well as health workers under the recruitment programs, staffing levels under the National Development Plan III has increased to an average of 80%.

    Muluri expressed optimism that by 2025, the Government will have attained 100% staffing level.

    The priority he said will be in the sectors of health, education and production sector such as Agriculture, Industry, ICT among others.

    Furthermore, the Minister announced that the introduction of National identity cards  helped in the fight against crime, tax evasion and corruption by eliminating ghost workers on payroll.

    “Under these commitments, what we have done is to use biometric validation and to carry out a census of all the public servants and pensioners which has been undertaken and concluded. Ghost records have been deleted from the payroll. So, now as we talk 7,874 pensioners worth 2.65 billion shillings per month were deleted from the payroll. We are continuing to make sure that new ghosts are not created,” said Muluri.

    Ministry of Works and Transport

    Gen Katumba WamalaThe Ministry of Works and Transport has registered significant progress in road maintenance as per the 2016 NRM manifesto commitments.

    The Minister of Works and Transport Gen Katumba Wamala on Thursday presented his Ministry’s performance report at the Office of the Prime Minister in Kampala.

    The NRM is currently implementing manifesto week 2020 where all Government Agencies update the nation on how far the 2016 election manifesto has been implemented.

    The Ministry, according to Katumba has registered a lot of progress.

    “27 Road construction projects were completed adding 1,554km to the paved national road network,” he said.

    “This represents 78.2% achievement against the target of 2,025km,” he said.

    In addition, construction of 15 road projects totaling over 10,000km, Katumba, said is still ongoing while procurement for the construction of 830km is in advanced stages and works will commence in FY 2020/21.

    The sector embarked on the construction of strategic roads to support oil and gas sector and they include Masindi park junction and Tangi junction – para – Bulisa roads (159km), Hoima – Butiaba – Wanseko (111km), Buhimba – Nalwenyo – Bulamagi and Bulamagi – Igayaza – Kakumiro (93km) and designs and build of Masindi – Biiso – Hohwa – Nyairongo – Kyarusheesha – Butoole and Kabaale – Kaziranfumbi roads (97km).

    Katumba also said that 503km out of the commitment of 700km national road network were rehabilitated representing 71.9% achievement and they include the following.

    Rehabilitation of Pakwach – Nebbi road (54km).

    Rehabilitation of Kafu – Kiryandongo – Kamdin (43km).

    Rehabilitation of Kyenjojo – Fort Portal road (50km).

    Rehabilitation and improvement of Nansana – Busunju road (47km).

    Mbale – Sironko – Kapchorwa roads and completion of Mbale – Tororo road (66.2km).

    Rehabilitation of Katunguru road to Kasese (40km).

    Tororo – Mbale road (49km).

    Rehabilitation of Mukono – Kayunga – Njeru (94km).

    Tarmacking Katunguru – Hoima – Fort Portal road (60km).

    On The Expressways within the Greater Kampala Metropolitan Area, Gen Katumba notes that the Kampala – Entebbe Expressway/ Munyonyo (51km) has been completed; the Kampala – Jinja Expressway (77km) and Kampala southern bypass is under procurement; Kampala – Mpigi Expressway (32km) section 1 is under appraisal by JICA for funding; Kibuye – Busega Expressway (10km) section 1, civil works contract was awarded; design of Kampala – Bombo Expressway (50km) detailed design is ongoing; while the Kampala flyover construction and road contract has been signed and project commissioned.

    On the development of bridges, Katumba said 94% has been achieved.

    “17 out of 18 bridges mentioned in the manifesto were completed (94% achieved),” he said.

    In addition, 41 out of 112 new bridges have been completed (10 bridges on the National roads and 31 on district, urban and community access road networks). The delay on this one the Minister said is due to low funding levels.

    However, construction works on 42 bridges (31 on national road network and 11 on district, urban and community access roads), are ongoing and 17 are under design (10 on national road network and 7 on district, urban and community access road networks).

    “When we take the completed bridges (41), those under construction (42) and design (17), it is equivalent to 100 bridges out of 112 which will represent 89.3% when all are completed,” said Katumba.

    The 17 completed bridges include; Source of the Nile bridge, Nyalit bridges, Seretyo bridges in Kapchorwa, Apak bridge in Lira, Ruboni bridge to access Mt Magaritta tourist site, Nyagak, Cido bridges in Nebbi, Mitaano bridge in Kanungu, Nyamugasane bridge in Kasese, Ntungwe bridge in Kanungu, Leresi bridge on Butaleja – Budaka road, Manafwa bridge on Tororo – Mbale road, Nakalasi bridge in Karamoja, Lopei Karamoja bridge on Maliba – Nkenda – Bugoye – Nyakalingigo road, Coli bridge in Nebbi and Kabaale bridge linking Kyankwanzi to Ngoma in Nakaseke.

    Minister for Defense and Veterans

    One sector that has remained strong over the years is the Defense and Security sector. According to the Minister for Defense and Veterans, Adolf Mwesigye, the sector ministries have achieved up to 90% of its targets.

    Some of the Manifesto Commitments that were set for the sector include Continued Professionalization and Modernization of Defense and Security Forces, developing Defense and Security Infrastructure, strengthening Research and Development, promoting Production for Wealth Creation and Self-sustainability and strengthening Internal and External Security

    Apart from the above commitments, President Yoweri Museveni, who is also the Commander in Chief issued a number of directives including; Relocation of Air Force elements to Nakasongola, Redevelopment of Luwero Industries, Budget Provision for Adequate Feeding for the Army, Purchase of Uniforms and Boots from Local Manufacturers, Reduction of Expenditure on Usage of Air Force Fuel, Installation of solar power in Barracks to reduce the current Electricity Bill and  drilling boreholes in Barracks to reduce the water bill.

    The President also ordered for the development of the National Military Referral Hospital, pursuing the Pre-financing option for Construction of the 30,000 Houses for UPDF, coming up with a proposal on salary enhancement for scientists in the Army and gradually and affordably increase the salaries of soldiers until they come in-line with salaries of Primary School Teachers.

    The Sector according to the minister, has consistently acquired, refurbished, and maintained equipment in a bid to equip the Forces with efficient, effective and technologically advanced capabilities to professionalize and Modernize the defense and security forces.

    Capability enhancement he says has been in the areas of Air Defence, Air Force, Armored Brigade, Field Artillery, Marines and Motorized Infantry, including the remanufacturing of Infantry Fighting Vehicles (IFV) in Magamaga and Luwero Industries.

    Training

    The Ministry has recruited over 26,000 LDUs to complement the regular forces in sustaining peace across the country. Currently a total of over 10,000 LDUs are undergoing training in Division Training Schools.

    Mwesigye adds that training and re-training has been conducted mainly in Professional courses such as Platoon Commanders Course, National Defence Course, Defence Services Command and Staff, Marine course, Air Command and Staff, Company Commanders Course, Junior staff and command course and Peace Support course among others.

    Further affiliations with Makerere University to accord Master’s Degree and Bachelor’s Degree at SCSC and UMA-Kabamba have been achieved. Currently a total of 25 Officers have graduated with a Master’s Degree from MUK under the SCSC-Kimaka arrangement and 54 Officers undergoing a Degree Course at UMA-Kabamba

    Health

    The Ministry of Defense has continued to provide preventive, curative and rehabilitative services to Officers and Militants, their immediate families and surrounding community members in all its 140 Health Centres (05 hospitals, 08 HCIVs, 36 HCIIIs and 90 Medical Reception Station (MRS).

    For complex medical cases, the Ministry partnered with Health Facilities outside the Ministry i.e. Mengo, Rubaga, Artemis, St Mary’s Hospital Lacor, Mulago, Victoria, Nakaseero, Dr Agwal Eye Hospital and Mbarara Medical and Surgery Centre Hospitals.

    Medical services have been extended in form of: Treatment, Vaccination, Pharmaceutical products and Counselling and Sensitisation services

    The Ministry has also supported Ministry of Health (MOH) in containing any form of epidemic outbreaks within the Country and Region through medical camps.

    This has been done for only a few Doctors and was undertaken on Ministerial arrangements.

    Salaries

    Salaries for soldiers have been gradually increased, Minister Mwesigye says. Some ranks, he says have had their salaries enhanced by 50% of the required 100%.

    Pensions

    A number of activities have been undertaken to ensure that the pensions, gratuity, terminal and survivors’ benefits are paid promptly. Successfully completed the update of 25,033 files for the Pensions and Gratuity backlog cases. So far, 369 files have been paid a total of UGX 3,795,755,176. The residual files will require UGX. 188,452,842,528 to be cleared.

    MoDVA has successfully finalized the development of the Feasibility Study for the UPDF Barracks Infrastructure Project of 30,000 Housing Units to be funded by MoFPED as an Integrated Bankable Project (IBP), Construction of 02 Division Strategic Defence Posture Infrastructure is on-going and construction of a 03-storied office structure for SFC Headquarters, and work is at 60% completion level.

    It had also completed the Solar Power Project at Kololo, involving laying panels, contracting powerhouse and offices, renovated 1, 2, 4 and 5 Division HQs Administration Block,  undertook construction Works at several sites, including Peace Support Operations Training Centre (PSOTC) – Singo, Nakasongola Air force flats, an Officers’ Diagnostic Centre with 02 Dental units and Outpatient Facility at Mbuya, Renovated 01 Classroom Block at Uganda Military Academy (UMA) and Uganda Rapid Deployment Capability Centre (URDCC) Jinja and Soroti.

    A Kololo Solar pilot project was completed. The Panels and batteries were installed. All project materials have been delivered on site (1620 solar panels each of 315watts, 300batteries each 1000AMPs/hrs, cables 90sqmm (4core, 6050m) and accessories. Installation of the solar panels is complete.

    Finally the Ministry has so far drilled 37 boreholes in different Barracks locations. This has reduced on expenditure of water in Barrack among other many achievements.

    PEOPLE POWER FIGHT OVER MONEY AND CONTRIBUTIONS

    People power leadership and cordinators in fight over money and contributions. Voice recordings from people in diaspora claim they have been sending money to Bobiwine but seen nothing other than Facebook posts. One Ntambi said they have sent over 700million but see nothing on ground.

    Jennifer Nakanguubi popularly known as Full Figure has claimed that she used to accompany People Power pressure group principal Robert Kyagulanyi Ssentamu aka Bobi Wine to meet First Son also Presidential Advisor for Special Operations Lt Gen Muhoozi Kainerugaba and Operation Wealth Creation Coordinator Gen Salim Saleh.

     Full Figure also argued that Bobi Wine is not genuinely engaged in any political struggle because he is rich and has friends in the First Family such as Muhoozi and and his uncle Salim Saleh.

    “I used to be with Bobi Wine and we would meet Gen Muhoozi, we would be in the gym with him because they are friends. We used to go together to Gen Salim Saleh’s home, so which struggle are you talking about?” asked Full Figure in a media interview.

    “Tell me what Bobi Wine is fighting for when he even has a beach and big boats? Is he the one who is saying he is in a struggle? Uganda is not in a struggle. If you think Uganda is in a struggle, go to Kenya, China or India, leave the country.”

    Full Figure also claimed she has met many people who pretend to belong to opposition at State House where they meet President Yoweri Museveni, who is also the ruling National Resistance Movement (NRM) National Chairman.

    According to her, Bobi Wine’s body guard Eddie Mutwe is one of those who work for Museveni but pretend to be staunch supporters of the Kyadondo East MP.

    “When I left Bobi Wine, People Power collapsed because I went with many people. All those people you are talking about like Eddie Mutwe are with us in NRM, I meet so many people from meetings with Museveni yet they say they are in opposition.”

    Full Figure is the second former People Power insider to link Eddie Mutwe to NRM or at least working to undermine the pressure group and its leader Bobi Wine. Days ago, former People Power blogger Ashburg Katto claimed that he, Mutwe and others used to backbite Bobi for being stingy and doing nothing for them, in their Whatsapp group.
